Research on Promoting High-Quality Economic Development in Guangxi, a Border Region, Through Institutional Opening-Up
Abstract
As the forefront of China's opening-up, border regions have long prioritized strategic security over economic development. However, with the recent expansion of China's opening-up policies and the growing role of border regions as international economic hubs, new opportunities for economic development have emerged. This paper begins by analyzing the current state of economic development in border regions, noting their relative lag. It then explores the concept of institutional opening-up and its practical logic in promoting high-quality economic development, arguing that Guangxi should leverage institutional opening-up to integrate into the RCEP region, upgrade its open economy, and achieve high-quality growth. By constructing an evaluation index system for institutional opening-up, the paper assesses Guangxi's performance compared to other border provinces, finding that while Guangxi has made progress, challenges remain—such as incomplete legal frameworks, insufficient international business environments, and limited local governance capacity. Finally, the paper proposes policy recommendations to advance high-quality economic development in Guangxi, including focusing on institutional opening-up, accelerating industrial upgrading, enhancing economic openness, improving the international business environment, and attracting high-end talent. These measures aim to foster high-quality economic growth in Guangxi through institutional opening-up, enabling deeper integration into regional and global economic cooperation.
